The UAE Government has announced a significant change to its traffic regulations, allowing individuals as young as 17 to obtain a driving license, effective March 29, 2025.

This new federal decree law reduces the previous minimum age of 18 to help younger drivers gain essential experience earlier.

This update is part of the UAE’s efforts to modernize its legislative framework in response to global advancements in transportation. The decree emphasizes the integration of self-driving vehicles and electric cars, with a cabinet resolution set to outline the requirements for inspecting and licensing these technologies.

To streamline the process, the new regulations will introduce online and smart applications for obtaining and renewing driving licenses, governed by decisions from the Minister of Interior and relevant authorities.

Federal Traffic Council

Additionally, a new “Federal Traffic Council” will be established to oversee traffic regulations and ensure effective implementation.

The updated laws enhance road safety by prohibiting pedestrians from crossing roads with a speed limit exceeding 80 km/h, with violations potentially resulting in civil or criminal liability. Stopping or parking vehicles on roads for repairs will also be banned.

Driving instructors are required to hold valid licenses and must be authorized by the licensing authority. They cannot permit trainees to drive in populated areas unless confident in their ability to control the vehicle.

The decree also regulates vehicle modifications and insurance policies, requiring approval for significant changes to a vehicle’s structure. Insurance companies cannot limit coverage for civil liabilities resulting from accidents.

UAE traffic fines

Strict penalties are outlined for various traffic violations, including driving under the influence of alcohol or narcotics, with fines ranging from Dhs 20,000 to Dhs 200,000 and potential imprisonment. Other offenses, such as hit-and-run incidents and negligent driving leading to fatal accidents, will also incur significant fines and penalties.

With these updates, the UAE aims to enhance road safety while adapting to the evolving transportation landscape. The lowered age for obtaining a driving license provides young individuals with the opportunity to develop their driving skills responsibly.
