Dubai’s Roads and Transport Authority (RTA) has approved a five-year plan to expand the city’s soft mobility network, with new walking and cycling infrastructure planned across 25 residential areas and around 63 public transport stations by 2030.
The initiative aims to improve first- and last-mile connectivity, making it easier for residents and visitors to reach metro and bus stations on foot, by bicycle or by e-scooter.
Network expansion
Under the plan, RTA will develop pedestrian walkways, cycling tracks, shaded pathways, safe crossings, rest areas, bicycle parking, and pick-up and drop-off zones. The project will also include facilities for People of Determination and infrastructure for shared mobility services such as Careem Bike and e-scooters.
The authority said project locations were selected based on factors including public transport usage, population density, land use, existing pedestrian and cycling infrastructure, and future development plans under the Dubai 2040 Urban Master Plan.

The plan will expand soft mobility infrastructure to 34 residential areas by 2030, including five locations where work is already under way: Dubai Marina, Al Murar, Naif, Al Rigga and Al Muraqqabat.
RTA will also upgrade the areas surrounding 63 metro and bus stations to improve access and strengthen integration between different transport modes.
Growing demand
His Excellency Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of RTA, said the plan supports Dubai’s efforts to develop an integrated and sustainable transport system while improving quality of life.
According to RTA, pedestrian journeys increased from 326 million in 2024 to 342 million in 2025, while cycling trips rose from 46.6 million to 57.3 million during the same period. E-scooter trips also increased from 32.3 million to 39.6 million.
The authority said the project is part of its strategy to encourage greater use of public transport and sustainable mobility by making journeys between homes, business districts, major destinations and transport stations safer and more convenient.
