Dubai residents who use e-scooters can now apply for a riding permit fully online through multiple official platforms, following an update by the Roads and Transport Authority (RTA).

The service, which was earlier limited to the RTA website, is now also available on the RTA Dubai app and the Dubai Now app.

The move allows users to complete the entire process digitally, without visiting any service centres.

Residents can apply for the e-scooter riding permit through the following official channels:

  • RTA website

  • RTA Dubai application

  • Dubai Now application

The service is available at all times and offers flexibility for users to choose their preferred platform.

Who needs RTA permit

Anyone riding an e-scooter in designated areas must hold a valid permit unless they fall under the exemption category. The minimum age requirement to apply is 17 years.

Permit exemptions apply to holders of valid UAE or international driving licences.

Application process

The permit application follows a simple online process:

  1. Log in or create an account on the RTA website, RTA Dubai app, or Dubai Now app.

  2. Select the service titled “E-Scooter Riding Permit.”

  3. Review the online training material covering traffic rules, safety requirements, and safe riding practices.

  4. Complete and pass the electronic theoretical test.

  5. Receive the digital permit electronically via email and text message.

Once issued, the permit allows riders to use e-scooters in approved areas only.

Required test

Applicants must pass an online theoretical test as part of the process. The test focuses on:

  • E-scooter traffic rules

  • Road safety awareness

  • Safe riding behaviour

The permit is issued only after successful completion of the test.

Approved riding areas

E-scooters are allowed only in RTA-designated zones and dedicated tracks. Approved areas include:

  • Downtown Dubai

  • Jumeirah

  • Palm Jumeirah

E-scooter use is not permitted in areas such as Saih Al Salam, Al Qudra, and Al Meydan.

Rules and penalties

RTA has reminded users to comply with all laws and safety instructions while riding e-scooters. Penalties may apply for:

  • Riding without a valid permit

  • Using e-scooters outside authorised areas

  • Not wearing a helmet

  • Other traffic violations

The authority said the permit system is part of wider efforts to regulate e-scooter use, improve traffic safety, and protect all road users.

Residents are advised to obtain the permit before riding and to stay informed about approved routes and safety requirements.
