Dubai issues new regulation for tourist transport sector

Dubai’s Roads and Transport Authority (RTA), in partnership with the Department of Economy and Tourism, has introduced a new Executive Regulation to govern tourist transport activities in the emirate.

Enacted under Administrative Decision No. (97) of 2025 and based on Executive Council Resolution No. (107) of 2023, the regulation sets clear rules for permits, vehicle registrations, and driver licences related to tourist transport.

RTA will now oversee issuing and renewing permits for tourist transport companies, registering tourist vehicles, and granting professional licences to tourist transport drivers.

Applications will be managed through approved RTA service centres and channels, ensuring full regulatory compliance.

Aims and objectives

The regulation aims to create an integrated tourist transport system that strengthens Dubai’s status as a premier local and international destination. It focuses on enhancing service quality and raising safety and comfort standards for tourists in line with global best practices.
