Dubai issued 119,188 driving licences during the first half of 2026, with the Roads and Transport Authority (RTA) also expanding the use of artificial intelligence and smart technology across driver training and testing.
Of the total, 96,400 were new driving licences, while another 22,788 were issued in exchange for licences from countries recognised for exchange with a UAE driving licence.
The figures come as demand for licensing services continues to grow alongside Dubai’s population and economic activity.
Dubai driving licences increasingly supported by AI
RTA is using smart technologies throughout the learner-driver journey, including training simulators and AI-powered testing systems.
Advanced simulators allow learners to practise realistic situations such as rain, fog and emergency scenarios, helping them prepare for conditions they may encounter on Dubai’s roads.
At testing yards, RTA uses artificial intelligence, cameras and smart sensors to assess learner performance against standardised criteria. The system is designed to make testing more accurate, objective and transparent.
Driver training focuses on road safety
RTA regularly updates the theoretical and practical training programmes used by driving institutes, with an emphasis on defensive and preventive driving.
Learners are trained to anticipate hazards and respond to sudden changes on the road, alongside lessons covering Dubai’s traffic laws, speed limits, safe following distances, pedestrian rights and the dangers of driver distraction, including mobile phone use.
Training also covers lane discipline, traffic signals and road signs.
From opening a traffic file to the final road test
The licensing process begins with opening a traffic file and completing an eye test, followed by theory lessons and the knowledge test.
Learners then move to practical training covering core driving skills, defensive driving and emergency manoeuvres. Internal assessments and parking tests are completed before the learner progresses to RTA’s final road test.
RTA also oversees accredited driving instructors through qualification programmes and periodic assessments, while recognising instructors and driving institutes that achieve strong results in knowledge, Smart Yard and road tests as well as customer satisfaction.
The authority said the wider system is intended to improve road safety, customer experience and traffic security while supporting Dubai’s development of a smart and sustainable transport system.
