The UAE has ranked first among Gulf markets and 22nd globally for electric mobility readiness, scoring 53 points in the Global Electric Mobility Readiness Index (GEMRIX) 2026 by Arthur D. Little.
The report found that electric vehicles (EVs) made up about 9% of new vehicle sales in the UAE in 2025. Battery electric vehicles accounted for around 6% to 8%, while plug-in hybrid vehicles represented about 2.5%.
EV sales and charging network grow
The UAE has also expanded its EV charging network to around 2,800 charging points. This includes approximately 1,250 direct-current charging points and 350 high-power charging units.
The country aims for electric and hybrid vehicles to make up 50% of vehicles on its roads by 2050. Dubai has a separate target for EVs to account for more than 15% of its vehicle fleet by 2030.
According to the report, the growth of electric mobility depends on more than the availability of EVs. Charging infrastructure, government policies, incentives, vehicle supply, energy systems and customer needs all play a role in supporting wider adoption.
UAE among global markets assessed
GEMRIX 2026 assessed 31 markets across areas including the EV market, customer readiness, charging infrastructure, regulation, total cost of ownership and broader economic conditions.
China ranked first globally with 106 points, followed by Norway with 103. Singapore scored 96, while the Netherlands recorded 90.
Arthur D. Little said the UAE’s position reflects growing activity in its EV market and efforts to develop the wider infrastructure needed for electric mobility.
The report also noted that the shift to electric vehicles is expected to develop at different speeds across markets, depending on factors such as infrastructure, vehicle availability, policies and customer demand.
