The UAE is preparing to roll out a biometric-based digital identification system that will eventually replace the need for physical Emirates ID cards.
The initiative, led by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), is part of the nation’s wider push for digital transformation and is expected to be fully implemented within the next year.

The new system will use facial recognition and biometric technologies to offer seamless and secure access to essential services across multiple sectors.
Once implemented, the e-Emirates ID will be accepted across government, banking, healthcare, hospitality, insurance, and telecommunications sectors. Users will no longer need to carry physical ID cards for tasks such as:
Visiting hospitals and clinics
Accessing banking services
Checking into hotels
Verifying identity at telecom service providers
Instead, digital identity verification will be done via secure government apps such as UAEPASS and ICP UAE, which already store digital versions of key documents.
Advanced technology
The ICP confirmed that its biometric identification systems, developed in collaboration with strategic partners, have already undergone successful testing. These systems combine facial recognition and AI technology to enhance security, accuracy, and user convenience.
Each step of the rollout follows strict data protection laws, and systems are designed to meet high technical and procedural standards to protect users’ privacy while improving access.
Phased rollout
The shift to digital identity is being carried out in phases. It started with simple service digitisation and is now expanding to include complex services to ensure a smooth transition. The ICP is also working closely with private and public sector partners to embed the new biometric system into their platforms.
This includes ongoing enhancements to the e-Emirates ID, as well as expansion into sectors identified as high priority during a Federal National Council (FNC) session.
The digital ID rollout is aligned with the UAE’s broader vision of eliminating bureaucracy and promoting innovation. As part of its “Government Bureaucracy Elimination Plan,” launched in August 2024, the ICP introduced initiatives like:

These efforts aim to simplify procedures, improve user experiences, and reinforce the UAE’s position as a global leader in smart governance.
According to the ICP, digital identity is more than just a convenience — it’s “a gateway to better services, stronger security, and greater convenience for everyone.”
With the national rollout of biometric systems, the UAE is taking another bold step toward a fully digital future, enhancing both efficiency and inclusivity for citizens, residents, and visitors alike.
