The UAE has secured the second spot worldwide in the 2025 Quality of Life Index, as per the latest Expat Insider report by InterNations. The ranking places the country just behind Spain and highlights its growing appeal as a top destination for expatriates.
The annual survey collected responses from over 10,000 expats representing 172 nationalities, assessing key aspects of life abroad.
Strong safety and services
The UAE topped the global rankings for personal security, with 87% of expatriates expressing satisfaction with the country’s political stability. This figure significantly surpasses the global average of 56%.
The nation also ranked first for basic services, supported by strong digital infrastructure and the ease of accessing government services online. Expats noted the UAE’s well-organized housing and public services as factors that simplify relocation and daily life.
Healthcare and environment
In healthcare, the UAE ranked third globally for quality and sixth for availability. Meanwhile, the country earned the 20th position in the Environment and Climate Index, driven by ongoing government efforts toward sustainability and access to eco-friendly products.
Food and culture were also seen positively, with 83% of respondents satisfied with the variety of culinary choices and 78% appreciating the cultural environment.
Work opportunities and satisfaction
The UAE continues to attract global talent, ranking fifth in the Working Abroad Index. Expatriates cited ample job opportunities, a stable economy, and an open labour market that supports professional growth.
“The work culture and work-life balance in the UAE were highlighted as advantages over destinations in Europe and North America,” the report noted.
The country was also ranked 17th globally on the General Happiness Index, reflecting overall satisfaction with lifestyle and access to services.
Global expat trends
Panama held the top spot in the overall Expat Insider Index, driven by affordability and ease of integration. Colombia and Mexico also ranked highly, with strong scores in housing and social connection. In Asia, Vietnam, China, Indonesia, and Malaysia emerged as increasingly attractive destinations for expats.
