Global hospitality leaders Accor, Valor Hospitality Partners, and Investment Corporation of Dubai (ICD) have deepened their partnership with the launch of a new six-hotel cluster in Deira Waterfront, part of the expansive Deira Enrichment Program.
The project marks a significant milestone in Dubai’s midscale and economy hospitality segment.
Diverse hotel mix for every traveller
The newly launched cluster, officially opened on April 1, 2025, brings together 999 hotel keys across six properties. This includes the integration of three existing Accor hotels under the ibis Styles, Aparthotel Adagio, and Mercure brands, alongside three brand-new properties that will be operated as Novotel, ibis Styles, and Mercure.
Valor to manage operations
Under the agreement, Valor Hospitality Partners will manage all six hotels, reinforcing its operational footprint in the UAE. The portfolio is designed to serve a wide range of guest preferences, from short business stays to extended family visits:
Adagio – Ideal for long-term guests
Mercure – Offering locally inspired stays
ibis Styles – Stylish yet affordable accommodation
Novotel – Bridging business and leisure needs
Strengthening Dubai’s tourism vision
Paul Stevens, Accor’s Chief Operating Officer, Premium, Midscale & Economy brands for the Middle East and Africa, stated:
“Strengthening our collaboration with ICD reaffirms our commitment to sustainable growth with trusted partners. By integrating these properties under the Accor umbrella, we are reinforcing our alignment with the UAE’s vision to enhance tourism and hospitality infrastructure in key districts.”
Sustainable and strategic growth
Julien Bergue, Co-Founder & Managing Partner – Middle East, AMEA at Valor Hospitality Partners, added:
“Focusing on strategic, sustainable and exponential growth is the driving force of our partnership with ICD and its wholly owned property developer Ithra Dubai… This intensifies our firm commitment to the UAE and Dubai Hospitality Sectors, both well known for their innovation and excellence.”
Boosting local talent and sustainability
The partnership also emphasizes sustainability and local development. Accor and Valor have pledged to integrate eco-friendly practices, workforce training, and community engagement across all six properties, supporting the UAE’s broader economic diversification goals.
Regional expansion plans
Accor currently operates over 290 properties across the Middle East and is on track to add 130+ new addresses by 2028, reinforcing its commitment to the region.
Valor Hospitality complements this with a holistic hotel management model that includes branded residences, F&B innovation, and luxury lifestyle services.
This strategic alliance between Accor, Valor Hospitality Partners, and ICD showcases the power of global expertise and local insight — setting a new benchmark for quality, affordability, and operational excellence in Dubai’s fast-growing hospitality market.
