More than 2,100 employment opportunities have been created for Emiratis in Dubai’s real estate sector since 2023 through the Real Estate Empowerment Programme, as the emirate looks to strengthen national talent in one of its key economic sectors.
The figure covers the programme’s first three and a half years and highlights its focus on moving Emiratisation beyond recruitment towards career development and longer-term employment within real estate companies.
Dubai real estate jobs for Emiratis
The programme was launched in 2023 to attract and prepare Emiratis for careers in real estate through career awareness, job matching, practical training and ongoing professional development support.
The initiative has also increased the number of Emiratis employed by participating real estate companies compared with the baseline recorded when it began, while supporting clearer career pathways and professional growth.
A further focus has been expanding partnerships with real estate companies committed to Emiratisation, with the aim of creating more supportive and sustainable working environments for national employees.
How the programme works
The results have been delivered through cooperation between the Emirati Human Resources Development Council in Dubai, Dubai Land Department, the Ministry of Human Resources and Emiratisation, and the Nafis programme.
The partnership brings together regulatory frameworks, federal incentives, financial support and private-sector participation. The approach is designed to make private-sector careers more accessible to Emiratis while supporting recruitment, retention and professional development.
It has also helped broaden the range of career opportunities available to Emiratis across different real estate disciplines.

Dubai Land Department said the next phase will focus on the quality of employment opportunities, expanding specialised roles and strengthening the long-term career sustainability of Emiratis working in the sector.
The programme’s development comes as Dubai’s real estate market continues to expand and contribute to the wider economy. Its objectives are aligned with the Dubai Economic Agenda D33 and the Dubai Real Estate Sector Strategy 2033, which place national human capital among the priorities for sustainable growth and long-term competitiveness.
